Completely defeated, shelter pup refuses to move and has surrendered to his fate

I have been at the Downey Animal Care Center since January 31, 2016. I am available on January 31, 2016. You can visit me at my temporary home at D612." A volunteer sadly reports the following: "On a personal note; one of the most defeated dogs I have ever seen. Nothing would get him to stand up, not even treats. Sammie is reported to be a very sweet dog who has taken a "liking" to one of the women and crawls up into her lap whenever he sees her. Volunteers and the staff are working with Sammie, and these compassionate friends don't give up easily.
